Is Sylvan Lake open to the public or is it for town residents only?

Unfortunately, Sylvan Lake was privatized some years ago. I went up there once with a friend who had loving memories of the place and had gone there when it was public and it was soo dissapointing to find it was public no longer. However, for those thinking of moving to the area, it is a fantastic resource.
