Which bridge to Kentucky is the best one to use during rush hour?

It really depends on where in town you are commuting to or from as to which bridge you use. Probably the best bridge is the one on 275 by Coney Island. It's been a while since I commuted to the Downtown area, but I usually had better luck traffic-wise with that bridge; however, I lived on the east side of town at the time. If I lived more centrally or towards the east side, I probably would use 471. If you're trying to access the west side of town, you'll want to take the 75/71 bridge, but this is usually jam-packed during rush hour.
