What other New York City neighborhoods are similar to Civic Center?

The Financial District and Battery Park City are both pretty similar to Civic Center -- only, sadly, both of those neighborhoods have more to do than Civic. Civic isn't really much of anything aside from a place you go when you have jury duty. There's no neighborhood feel, no nightlife and absolutely no energy once the people that have to work there leave.
