Is Chelmsford Drive, Dallas Texas a safe area?

Looking for a SAFE quite place to live, my price range Is $111,000 and below for a single family house NO apartments or Parks with fee's or HOA's. But every time I find a home in this price range it seems to be in a 'crime' area. Does anyone have any suggestions for me? Thanx, Lilly
