There are a a lot of great Salsa clubs and some great food; but, East Harlem, by and large, still isn't gentrified. The apartments are older and many worn down. Transportation is a nightmare and there isn't much in the way of nightlife or even grocery stores. It's cool because it's still very New York. But, if you're into conveniences or bebopping around in your neighborhood, it's not the best. And, it still isn't exactly what I would call safe at night. The rent is reasonable, however, and it's getting there. But, slowly.
