Homes impacted by Los Angeles Mills Act, does anyone know where to go to rep the benefits?

I need a local office...

I had a client whose home in South Redondo was protected by the Mills Act. She benefited from a reduction in her property taxes but could not tear down or alter the exterior of this lovely old property.
