Who is Fuzzy Wilson Ln/Rd named after?

Obviously, "Fuzzy Wilson" was someone in (or important to some people in) Edgewood, Texas. I thought I had understood that he was an African American gentleman. Someone with that name had run for (or been on) the City Counsil of Edgewood. Anyone know more?
