While the obvious answer is Kent from an academic standpoint, I'm guessing 95% of the population can't afford the $21,960 (not including books and fees) tuition. So, it's not really a fairly weighted question. Given they were all public institutions, my answer would be Kent. Since they aren't, my answer is Arapahoe.
