Bronx neighborhood assimiliation: community culture

Is the neighborhood inter-racially diverse and friendly/hospitable? How hard is it for a new resident to develop friends and a place in the community? Is is safe for walking home around 7 or 8 p.m. from transit? -Specifically regarding the large condo developements on Anderson. -Thanks.
