Best neighborhoods close vicinity to Knoxville with lake property and good schools?

My husband and I would like to move within close proximity to Knoxville, Tn. We do not want to live within city. Our idea property is lake front or lake access neighborhood. We have 3 children so top schools and safety are top priorities. The convenience of a big city nearby is appealing. Currently, we live in a small town which requires a lot of driving if we want to go to a SAMs club, mall, etc. We also know that jobs are scarce here and will provide little opportunities for our children if we sty where we are currently residing.
