Best Roof Top Bars in NYC?

Going to the City 1st Week of November ---Looking for some fun roof top bars I guess enclosed would be fine. How hard are they to get into? I see most are in Hotels correct!!!

I would strongly recommend The Dream - but very very difficult to get into. Also maybe more of a club - but amazing view. http://www.dreamdowntown.com
