Would you recommend the Monterey Heights neighborhood in San Francisco for singles?

No, I would not recommend the Monterey Heights neighborhood in San Francisco for singles. There is simply no nightlife and most singles will just find it too expensive. Better to go north into Inner Sunset or farther to the east into Noe or the Mission.
