I am thinking of relocating from NYC

Thinking of Philadelphia. I am wondering if this city has a thriving tech and startup scene? I am a startup recruiting specialist with my own business. If not Philly, what other areas do you recommend. Prefer East Coast.

I've only been to Philadelphia twice, but seems like they have a decent tech scene.
