I personally love the original Papa Hayden's on SE Milwaukie the best. They have great food, and super desserts -- are known for their desserts. I have other favorites but this is the one I take my out of town friends to, stop in for happy hour or go for a special meal. Their outdoor garden in the summer feels like you're in France!
