I would say yes, but everything's relative. It's not midtown Manhattan rush hour traffic, but there are a lot of cars on the roads here these days. Rush hour traffic now is about as bad as I've ever seen it in this area, and a lot of that clearly has to do with the steady growth of Dutchess County.
Route 9 can get pretty bad with the lights at times, and even major one-lane roads like Spackenkill and Vassar really fill up from about 4-6pm in the afternoons. Peak hours in the mornings are much the same. What little of 9D occupies the Town of Poughkeepsie also gets crowded.
