In some ways, absolutely. The presence of Pueblo Community College and Colorado State University bring a lot of young people to the city. There's a rapidly growing artistic movement, mostly driven by college students and professors at the college. The historic downtown area is full of bookstores, art co-ops, coffee shops, and cool little bars.
However, Pueblo is also one of the oldest cities in Colorado, which means it has a very established feel. It can be hard to find your place at first; you have to actively look for people to meet and things to do. There are a lot of families in Pueblo who have lived in Pueblo for generations, which can sometimes isolate young people just settling down ; but even so, I've loved being a "single person" in this city. :)
