This one really depends on where you go in the town. In the center of the Rhinebeck village, yes. I have Verizon and I've driven through here many times and never had a problem with reception. Other parts of town can be spotty. For example, to the northwest of the village along roads like River Road and Mount Rutsen Road, there are some really densely-forested areas that seem a lot more isolated than they actually are, and I've had issues with cell reception (and satellite radio reception, for that matter) there in the past.
On Route 9 you probably are not going to experience a ton of problems but if you head onto the back roads in the heavily-wooded areas, it's entirely possible.
