I am not sure if it would be considered "upscale" by upscale standards, but certainly Terrapin Restaurant has received some outstanding accolades from major media sources. It has even won two Best of Hudson Valley awards for Best Restaurant in 2010 and 2011. The food is downright excellent, they have a really nice wine list and they are located in an old church making for an equisite setting. And the beauty of Terrapin is that it has inexpensive options. The Red Bistro menu has delicious sandwiches ranging from 9-12 dollars and the dinner menu has a whole bunch of great tapas selections, reasonably priced appetizer selections and entrees in the 20 dollar fold which really isn't too bad.
