What is the best neighborhood in Sacramento?

I want something safe, clean, but still fun

single early 20's 30's: midtown, east sac
family: elk grove, roseville, west sac
family of 20: rancho cordova

Your best bet is probably Midtown. It is relatively safe and close to the bars and fun.
