There is little known Horan's Landing on River Street in Tarrytown -914-366-5109
where you can launch your canoe or kaya and enjoy the small sandy beach - go at lower tides for my room!
We used to enjoy the Philipse Manor Beach Club on the Hudson www.philipsemanorbeach club.org on Riverside Drive in Philipse Manor - west of Rt 9, right behind the Philipse Manor Train Station. It is open to residents of Philipse Manor - membership approx 400.00 per year and more if you want a boat slip (waiting list) or want to enjoy the use of a kayak. You are also invited to be added to a wait list for membership if you live in adjacent Sleepy Hollow Manor or the Town of Sleepy Hollow. The swimming was great - loved the races out to the float, the beach and picnic area were well kept. The views and the magic of the Mighty Hudson! Yes, the water is tested daily.. Where else can you swim unto the end of September? Further South in Philipse Manor - down Palmer Avenue - is Kingsland Point Park which is owned by the County and open to the public but maintained by the town,. It does not have Hudson access but has many amenities to enjoy and events are held there. Nothing can beat picnicking, relaxing and walking along the Hudson.

I don't think so unless I am missing something. I believe that they are all private in Tarrytown.
