Visitacion Valley, San Francisco - good neighborhood for families with kids?

Visitacion Valley, San Francisco is not a good neighborhood for families with kids for a couple of reasons:

1. The Schools are not so good: Visitacion Valley Elementary is just average (El Dorado is a failing school); VisitacionValley Middle School is also a failing school; and Burton High is just average.

2. Local Crime: in the last six months there have been:
over 100 assaults
more than 70 robberies
and mroe than a dozen sex crimes (mostly indecent exposure)

So it doesn't really feel like the idea environment for raising kids.
