Young couple mid and late twenties possibly moving to Walnut creek

We are possibly moving here from Los Angeles. Original plan was to move to the San Francisco, but our budget is too low to rent anything worth while there. Walnut Creek is our second option, but I will not have a car and will need to run simple errands, be able to get to bars and restaurants and work in downtown via walking or bike. Is this ridiculous or is it possible?
