Is the area around 1400 Artesian considered safe?

It depends on your threshold for safety. That area belongs to the Humboldt Park neighborhood. It's on the eastern side of Humboldt Park so it is starting to feel the gentrification spreading from Wicker Park. But there is still a high-level of gang activity, and violent crime is quite common. If you're willing to take precautions (i.e. make sure that your house/apartment is at least double-locked, get an alarm system, don't be stumbling around drunk at 5AM, don't sit on the front porch at night), you'll be okay.
