How do I find out what internet options are available in the area I am looking?

If you've just moved in I personally think the best way is to ask the neighbors who they use. You will get great information about service and if there's ever any downtime or other issues with any ISPs in your area. If you don't live there yet I'd type 'internet service providers in city X' into any search engine and see what it comes up with.
