"Pretty lifeless"
East 46th starts off strong with what used to be NY's slaughterhouse district at 5th avenue. I can only imagine what kind of respectable people this part of town attracted when it was in its slaughterhouse glory. Hotel Roosevelt is on the corner of 46th and Madison. It looks the same as it did when it was built (in the '20's) but, sadly, lacks the prestige that it once had.
There was a lot of mob activity on this street at one point, which is kind of noteworthy. Salvatore Maranzano was murdered in his office at 46th and Park by Lucky Luciano, and the murder of Paul Costellano at the behest of John Gotti occurred at Spark's on 46th and 2nd. Sparks is now famous because of this hit, but the food is actually pretty good. So, it's somewhat of a historical site and a place to get food all in one.
The United Nations Headquarters are at 46th and 1st but I don't know if that's necessarily something to see. There's not a ton of stuff to look at on East 46th. There are a lot of old buildings but it's very business time in this part of town. There are significantly less people on East 46th than West 46th at any given time of day. And, instead of cameras and fanny packs, you mostly see business suits. It's pretty dull with a little bit of history.
