I'm not sure if you meant in terms of rent prices or simply feel. Most people don't find Silver Terrace a particularly desirable location except in terms of rent prices I think. I would say, however that most of the neighborhoods along the southern end of the Southern Freeway (280) have somewhat of a similar feel to Silver Terrace--a little bit run down, a touch away from the action.
Of these neighborhoods--Portola, Ingleside, Escelsior, I guess the one I would recomend would be Portola. Though really, you might be better off trying the Richmond District, which is similar in terms of affordability and safer I think. (Unless you don't like fog--its fog city over there.)
