"Standard for EPA"
Baylor Street is like the rest of the University neighborhood in East Palo Alto - filled with packed multi-family homes and investment potential. The homes in the Northwest corner of the town are nicer, in that they have sidewalks, fewer chain link fences, and are slightly newer - although the EPA gang-ridden "vibe" still permeates the area.
The nice thing about Baylor's location is threefold: It is directly off of University Avenue (more traffic=less potential for crime activity), it is NOT a major through street - something that matters in this town, and it is next to O'Brien, a safe, nondescript Menlo Park street filled with corporate campuses and a stone's throw away from Starbucks, the nearest chain retail establishment in the area. The biggest of the three benefits is the lack of traffic that some of the nearby other streets experiences to an abnormal degree.
I wouldn't move my kids here, or anything even close to that, but if you are single and looking to invest or just find some cheap rent in a decent home, Baylor may be a good place to consider
