"Residential and quiet - no nightlife, no restaurants"
This is an area between downtown and Banker's Hill. A law school is nearby which means it's quiet and isn't too rowdy. There aren't a lot of shops or restaurants that stay open after business hours. The Catholic Church has a cafeteria in it which has a nice lunch selection.

Cedar St
"Not traveller friendly"
Cedar street runs parallel to the Date street. In between the two there are huge lands partially filled with greenery. On some locations you can even see the Date street on the other end. Over here there are small setups like coffee shops, groceries, boutiques etc. and if you are looking for more options then they are readily available at the intersections of Cedar street with other ones in San Diego. Food, in terms of eateries is scanty but better options are available on the neighboring streets.
