I still haven't figured out which neighborhoods (aside from the new developments) in East Palo Alto are "okay," and which ones are "worse." My overall viewpoint on this town has gone down since I have moved here, although, to be fair, being surrounded by some of the wealthiest towns in the nation doesn't help one's perception of this up-and-coming area.
The best surefire bet to use is to calibrate based on proximity to a major road - if the street is located on or near a major road, it is probably better than if it is off by the wayside. Runnymede is just that, given that it intersects both University and Pulgas Avenues and is relatively close to the 101 and the Ravenswood Shopping Center. It offers valuable investment opportunities for first-time homebuyers in an up-and-coming area, but you do have to sacrifice quality of schools and neighborhood in order to optimize this experience. Overall, a decent find.
